Restricted is used to describe cards that are only permitted to be used in a deck as a single copy.

In Tournament play, for a card to be Restricted means you are only allowed one copy of that card in your Library and Sideboard combined. These cards were deemed overpowered and were therefore restricted, the Power Nine included.
In the past, some cards were restricted during a Standard format. Currently, only the Vintage format includes a restricted list.
